This mission automatically get activated once you finish The Dolphin Crest cut scene with Naja Salaheem. This is a BCNM fight that takes place at Arrapago Reef.
There are two easiest way to get to the BCNM area. The first easy way is taking Dvucca Isle Staging Point if you have that runic portal. The second easy way is going through the Undersea Ruins. To go through the Undersea Ruins way you need to enter the Undersea Ruins entrance at Caedarva Mire Cemetary where you fought Corsair Jazaraat NM. The entrance itself is near the Nashmau zone at the Caedarva Mire Cemetary. Once you are inside the Undersea Ruins just keep going and taking the teleporter in the Ruins till eventually you come out of the Ruins at Caedarva Mire again. Once you are at Caedarva Mire by however way you took, head west over to F-9 where you will find the zone to Arrapago Reef. Head inside to Arrapago Reef. From here just go straight or north till you find a ship at H-8 where you will find The Cutter on the ship. Coming close to the Cutter will get you your first cut scene. After the cut scene is over it's time to get ready for the BCNM fight. When you are ready for the BCNM fight than examine the Cutter to enter the BCNM.
Now for the BCNM fight itself, it's in two parts. A recommended balance party of level 70+ should do fine. The first part you will be facing 5 fomor crew members. At a glance facing 5 Fomor Crew Member NMs seem like a hard task but they are pretty much easy prey to level 70+ and you do have the help of NPC Gessho. The best strategy is actually having each party members solo a Fomor Crew member NM. Stick your healer like the White Mage on keeping NPC Gessho alive. Have your tank like a Paladin or Ninja voke and kite one Fomor Crew Member at the back of the ship. The concept is have everyone kill the Crew Member that they are soloing except for the Crew Member that is being kited by the tank. Once 4 of the Fomor Crew Member is dead and 1 is being kept alive by your tank, everyone should rest for HP and MP to full to be prepare for the second part of the fight. When HP and MP is full again just kill the last Crew Member to finish off the first part of the BCNM battle and enter the second part of the BCNM battle.
The second part of the BCNM battle is identical as the first one except for the fact that the 5 Fomor Crew Members will now be join by their Captain. The Captain NM is actually much harder and tougher than the Crew Members. There are two ways to do this. First way is to let the NPC Gessho go in first and aggro the entire pirate crew. Everyone else just target the Captain NM and use their 2 hour abilities to take the Captain NM as fast as they can. Once the Captain is dead the BCNM is over and you win hence this might be the best way to do it. Just gang up on the Captain and take him down as fast as possible. The second way is do it like the first battle where everyone solo a Crew Member and have your tank kite the Captain NM. Once your Damage Dealers kill off each Crew Member than just gang up on the Captain afterwards. This way just take a bit longer as you are concentrating on taking each Crew Member down and than the Captain. Winning this BCNM ends the mission.
