To get this mission going you need to talk to Naja Salaheem. She'll tell you that you've been invited to the palace but you need to dress right first. This means that you need to first wear the correct body armour and talk to Naja Salaheem. She'll let you know if you have the right body armour on or not. If not than she'll say "now we gotta do something about those clothes". The body armour that Naja is asking for is define by the colors and not by the level.

Now head over to the Imperial Palace at L-9 of Whitegate. Before you can enter the cut scene or the Palace you need to remove your weapon as no weapons are allowed inside the Palace. You also need 1 inventory slot free so you can get your reward of Imperial Mythril Piece.
