You first need to go to Wajaom Woodlands and enter from E-10 into Aydeewa Subterrane. Go to G-10 of Subterrane and get near the stairs for a cutscene where you see a Qiqrin spying on you. Go to Nashmau and talk to Tsetseroon. He's to the left of the northern-most exit to Caedarva Mire. Talking to him triggers a cutscene, which wraps up by him asking you for a Tin Ore and a Cobalt Jellyfish. Walk to the docks and buy these items. Should be in stock, no problem. Once you give them to him you'll receive Key Item: Pot of Tsetseroon's Stew.
Now we have to go back to where we first got the cutscene at Aydeewa Subterrane. Travel back to Al Zhabi, Wajaom Woodlands and zone into Aydeewa Subteranne and go to G-10 and check the ??? up the stairs. Checking the ??? will give you options that are "Yes." and "I'm not a thief." After the cutscene is over, the quest is complete.
